There are many audio editing programs that will convert .wav files to the correct format. Two good examples are "GoldWave" (www.goldwave.com) and Audacity (www.audacity.sourceforge.net).
All files MUST BE in Telephony,RAW, mu-law (u-law), mono, 8-bits per sample, 8KHz sample rate format

On the attributes page:
Click ok

Click Save
Leave all fields Blank Click OK

GoldWave
- Start GoldWave
- Open the file
- Select "file" and choose "Save as.."
- In the dropdown box "Save File as Type" Choose "Raw(*.snd)
- In the lower left hand side click on the "Attributes" link in blue
On the attributes page:
- Encoding: "u-Law"
- Channel: "1"
- Sample rate: "8000"
- Skip Bytes: "0"

Audacity
- Start Audacity
- Open file
- At the top click on Tracks, choose "Stereo Track to Mono"
- At the bottom of the windows change the "Project Rate (Hz)" to 8000
- At the top click on "File" and choose "Export"
- For "Save as type" choose "Other uncompressed"
- Name your file with a (.snd) extension and click on "Options" (See above for Naming convention)
- Header: "RAW (header-less)"
- Encoding: "U-Law"
Click OK
Click Save
Leave all fields Blank Click OK
