In order Off-hook extension dialing on the Polycom IP 6000 to work, you will need to set the Polycom dial plan digit mapping in the phone's administration web page.

4 Digits Ext.
[2-9]11|0T|011xxx.T|9[0-1][2-9]xxxxxxxxx|[1-8]xxx

This dial plan setting is for the Allworx default dial plan which uses 9 to grab an outside line. You can also delete the digit map, but you will be forced to press the send key after dialing.
